Victorian Premier Jacinta Allan has called a housing summit next week for more ideas to solve the crisis, less than a year after Labor's landmark housing statement.

After a tense sitting week, opposition leader John Pesutto led a mass-walkout during parliamentary question time today, which left the Greens Party to the floor.

The scenes in parliament distracted from what appeared to be an admission that former Premier Daniel Andrews' decade-long housing roadmap isn't up to the job.

Jacinta Allan has called a housing summit next week saying she needs more ideas to solve the crisis, less than a year after Labor's landmark Housing Statement. Nine

Allan hopes the summit will come up with ideas to build more home for more Victorians.

"I want it to be an ideas factory," she said.

The document included plans to convert up to 80 under-used office buildings into 10,000 to 12,000 homes, however work has not started on one project.

It all comes on the same day as new data revealing Melbourne to be the empty office capital of Australia.

The Property Council has put it down to more office space being built in the city but it remains to be seen if that space will be taken up.

St Kilda has the emptiest stretch of offices in the country with a 27 per cent vacancy rate, which towers over the CBD where there is an 18 per cent vacancy.
