The Victorian government won't support increasing the GST or broadening it to cover food.

Premier Daniel Andrews says he will argue against any moves to significantly change the consumption tax.

"If there are some sensible proposals - and there have been some put forward in relation to online transactions and things of that nature - that's a very different thing to putting GST on food for instance," he said on Tuesday.

Mr Andrews said if the federal government wanted to significantly change the tax, there had to be open debate.

"The Victorian government will not support changes to the GST, broadening the base and increasing the rate," he said.

"The GST is a very efficient tax, but it's not an equitable tax. It cannot make any judgment about a person's capacity to pay."
