Victoria's top vet will lead an investigation into barbaric and illegal practices in the state's greyhound racing industry.

Announcing the investigation, Agriculture Minister Jaala Pulford said the government would stamp out live-baiting.

"We are serious about animal welfare," Ms Pulford said in a statement on Wednesday.

"We want to send a strong message to the community and the industry that this sort of horrific behaviour will not be tolerated."

Victoria's chief veterinary officer Dr Charles Milne, in conjunction with Greyhound Racing Victoria, will review of animal welfare standards, compliance and enforcement and put forward improvements that need to be made.

A final report will be provided to the government by the end of April.
