Vic parliament resumes after winter break

Victorian parliament will resume after a seven-week winter break that saw a Crown casino scandal, fury over the solar homes rollout, a deepening recycling crisis and public transport tension.

Debate is also expected to resume on Tuesday on the Andrews government's births, deaths and marriages registration amendment bill, which would allow trans and gender diverse Victorians to alter the sex recorded on their birth certificates without gender-affirmation surgery.

The Victorian Equal Opportunity and Human Rights Commissioner Kristen Hilton has thrown her support behind the bill and Equality Australia says the reforms are overdue.

But the Liberal-National opposition are opposing the bill, which is still being debated in the Labor-dominated lower house, and it will need the support of the crossbench in the upper house to succeed.

Tuesday will also be the first time parliament sits since questions were raised over the gambling watchdog's monitoring of Crown Casino, with accusations of money laundering and other issues revealed during the winter break.

On an environmental front, the Andrews government is also under pressure to solve the worsening recycling crisis after the state's largest processor SKM went into liquidation, while solar panel installers have been protesting the boom-and-bust approach to the rebate scheme.

Tram and train workers have also been threatening industrial action, which could cause major delays to the public transport network.
