A Melbourne man is behind bars over allegations he deliberately hit a woman with his car outside a shopping centre.

Shane Kilby, 59, appeared before Melbourne Magistrates' Court on Saturday where he was refused bail and remanded into custody.

Kilby was arrested on Friday and charged with five offences after he allegedly used his car to attack a woman in a car park at Summerhill shopping centre in Reservoir.

It's alleged Kilby "aimed" his car at the woman, who is related to his ex-partner, and accelerated towards her.

Police say Kilby's car was travelling at 40 km/h when she was struck.

"With no time to react, the victim was struck, causing the victim to be flung towards another vehicle," a police prosecutor told the court.

Police say Kilby then left the scene, and he was later arrested at his residence.

Kilby tried to apply for bail on Saturday, which was opposed by police and ultimately refused by Magistrate Alan Spillane.

"The concern is not just the apparent randomness of it, but he seems to have gotten into a terrible temper in a matter of seconds," Mr Spillane said.

"He saw her and it seems to have spurred him to do something absolutely appalling."

The magistrate said he could not be sure Kilby would obey bail conditions set by the court, including an order prohibiting him from approaching the victim.

"I have real concerns for the safety of the victim," Mr Spillane said.

The magistrate said Kilby had exhibited a "sudden onset of rage" during the alleged incident and described his behaviour as being "completely inexplicable".

Kilby has been charged with recklessly engaging in conduct that placed a person in danger of serious injury, recklessly causing injury, assault, driving a vehicle in a manner that was dangerous, and reckless driving.

His case will go to Heidelberg Magistrates' Court on Monday.
