Victoria's State Library, the Melbourne Town Hall and the arts centre spire will be lit in the colours of the Union Jack as a mark of respect for victims of the Manchester terror attack.
Monday night's attack "will not rob us of our spirit" because we stand tall in the face of terror, Premier Daniel Andrews said at the start of state parliament's question time on Wednesday.
MPs stood for a minute's silence as a mark of respect.
