A freeze on international students enrolments at Victorian public schools is being blamed on the state being a victim of its own success.

The education department has told public primary and secondary schools to stop taking international students because the enrolment cap of 5750 students risks being breached.

Education Minister James Merlino said on Wednesday the freeze was only for the rest of this year and it was because Victoria had been too successful in selling its schools to overseas families.
