The state opposition says Victorians deserve transparent government, but they won't say how they would do it.

Shadow attorney-general John Pesutto on Friday accused the Andrews government of secrecy, saying 66 of the 122 Freedom of Information requests by the opposition had been rejected entirely or in part since the November 2014 election.

Mr Pesutto said the opposition was committed to FOI reform, but said policy announcements would only be made closer to the next election.
