Victoria's multi-billion dollar Regional Rail Link will now open in June - two months later than expected.

The state government has deferred the opening of the $4 billion project, blaming the former coalition government for not ordering rolling stock.

Public Transport Minister Jacinta Allan said if the rail link was opened in April there wouldn't be enough trains to guarantee reliable services.

"The Liberals and Nationals were going to open Regional Rail Link knowing there was a massive risk of service cancellations and commuter chaos," she said.

The Regional Rail Link, is designed to streamline journeys from the Geelong, Bendigo and Ballarat lines through the metropolitan train system.

Ms Allan said the hold up would also mean metropolitan train, tram and bus timetable changes would also be delayed.
