Victoria's former coalition government only delivered 109 extra hospital beds despite promising to add 800 beds to the health system in its term of government.
Victoria's hospital bed numbers went up by 109 from 2010 to 2014, the Australian Institute of Health and Welfare says in a 2013-14 statistics report.
"Unless the Liberals funded 691 new beds in 2014-15, which we have found no evidence of, it's fair to say they absolutely broke their promise," Health Minister Jill Hennessy said on Tuesday.
