A quarter of Victoria's emergency patients weren't treated in time in 2014-15, above the 20 per cent target.
The Health and Human Services Department annual report also reveals total real health spending per capita increased from $2480 in 2013-14 to $2540.
Elective surgery waiting lists went up from 38,078 to 40,986, however the number of ambulance patient transfers completed within 40 minutes improved from 84 per cent to 87.8 per cent.
