Fuel drive-offs are costing Victorian petrol retailers up to $20 million each year.
A Victorian parliamentary committee has made eight recommendations to tackle the problem including a state-wide education campaign, prepayment measures and Victoria Police investigating repeat offenders.
Committee chair Geoff Howard said on Wednesday a partnership approach between fuel companies, Victoria Police and the state government would greatly reduce the number of incidents.
