The head of a Victorian organised crime gang who was duped into selling ice to police operatives while under surveillance has been jailed.

Fadi Haddara, 37, will spend 23 months behind bars after his drug syndicate was busted as part of Victoria Police's Operation Skyborn.

He faced the County Court in Melbourne on Thursday after pleading guilty to charges including trafficking ice, being a prohibited person possessing a firearm and driving while suspended.

In her sentencing comments, County Court Judge Felicity Hampel said she was satisfied Haddara was the head of the crime syndicate.

He was caught selling $155,000 of methamphetamine, two handguns and a sawn-off rifle to undercover police during 2013 and 2014.

Judge Hampel said evidence, including surveillance and phone taps, showed Haddara's "active and repeated" involvement in a continuing drug trafficking operation.

During recorded conversations Haddara was careful to use code and would berate underlings or terminate conversations if he thought they too clearly referred to their drug operation, the court heard.

Surveillance also captured Haddara collecting guns, including one occasion where a gun accidentally went off and people had to duck for cover.

Judge Hampel said Haddara had a "total disregard for living within the law".

The court heard he has a significant criminal history, including a conviction for property damage which was retaliation against the Chaouk family who he believed was responsible for the drive-by shooting of his brother six years ago.

Judge Hampel said Haddara had suffered post traumatic stress disorder symptoms since his brother's murder, but that was not a sentence discount as Haddara knew what he was doing was wrong.

She ordered Haddara serve 23 months in jail then be placed on a three-year Community Corrections Order which includes drug treatment orders.

Judge Hampel said Haddara had already served more than 100 days in custody and while that was taken into account it would not reduce his time to be served.
