Victoria's new opposition front bench features a first time MP as shadow attorney-general and a 28-year-old shadow training minister with training wheels.

Opposition Leader Matthew Guy and Nationals leader Peter Walsh presented the new shadow cabinet just weeks after the coalition was turfed out of office.

New Hawthorn Liberal MP John Pesutto is the shadow attorney-general, while newly-elected 28-year-old Nationals MP Steph Ryan will cover Skills and Training.

Mr Guy said he felt confident the new team would take the fight to the Labor government.

"I firmly believe this is a mix of experience but one with a huge amount of new faces and new talent," Mr Guy told reporters.

Experienced ministers Kim Wells, Terry Mulder, Wendy Lovell and Martin Dixon have been dumped from the front bench, along with former leaders Denis Napthine and Peter Ryan.

David Hodgett has Ports and Public Transport, Mary Wooldridge has Health and Nick Wakeling has Education.

Former Treasurer Michael O'Brien has kept the shadow treasury role after losing a leadership ballot to Mr Guy.
