Victoria can afford reform spending: Napthine

Victoria has the money in the bank to deliver its full share of education and disability insurance reforms, Premier Denis Napthine says.

The state has signed up to the Gonski education reforms and pushed hard to get the headquarters of the National Disability Insurance Scheme in Geelong.

"I'm confident, because of our good economic management, that we will meet our contribution to making sure it happens," Dr Napthine told AAP.

"Plenty of governments in the past have signed agreements, whether they be national agreements, or agreements with the broader community, where it's good in theory but they've never had the finances to back it up and make it happen."

Dr Napthine said Victoria was committed to delivering the key reforms.

"Whether it's the NDIS, or whether it's the Gonski education agreement, we have not just signed it because of some idealistic view," he said.

"We've signed it knowing full well that we have got the practical dollars in the bank and the capacity to actually make it happen."
