Vic bail system 'catastrophically failed'

The murder of Melbourne school girl Masa Vukotic showed a "catastrophic failure" of the justice system, Victorian premier Daniel Andrews says.

This comes after it was reported that the Parole Board made a direction to release her killer, Sean Christian Price, back into the community in September last year while he was on a court-ordered strict supervision order.

Mr Andrews said that while nothing would change the tragic murder of the schoolgirl, his government's bail reforms meant that serious sex offenders like Price would be behind bars if they breached their bail conditions.

Mr Andrews said the bail reforms placed community safety as the top priority of the justice system.

"I make no apology for changing that balance and what the bill we put into parliament last week will do is ensure that a person like Sean Price if they breach in any way the order that the court has put them on they will be locked up again," Mr Andrews said on Tuesday.

He declined to say whether the Parole Board needed to be reformed after the Masa Vukotic case.

But he said the government's actions to date showed it was cracking down on serious sex offenders and would continue to do so with an independent review of Victoria's system for managing serious sexual offenders, headed by former Supreme Court Judge David Harper, yet to be finished.
