Greyhound trainers face stiffer penalties for live baiting, blooding or luring their dogs under legislation before the Victorian parliament.

The government also plans to increase the responsibilities of the state's racing integrity commissioner to include animal welfare, increase its powers and make the board of Greyhound Racing Victoria responsible for promoting and improving the welfare of dogs in the industry.

Racing Minister Martin Pakula says the legislation implements 10 recommendations from the racing integrity commissioner and Victoria's chief veterinary officer in their reports on live baiting in the greyhound industry.
