THE INVESTIGATION:

* Five specialist Victoria Police teams are investigating how Yacqub Khayre's terror attack unfolded in Melbourne's leafy suburb of Brighton on Monday

* The police professional standards command and state coroner will also investigate

SAFE SPACES

* The Islamic Council of Victoria made a submission asking for taxpayer-funded "safe spaces" where young Muslims can express themselves openly, including "inflammatory" views, on June 1

* The submission to a parliamentary inquiry on religious freedom called for federal counter-terrorism and deradicalisation funding to be used for the program

* Premier Daniel Andrews says he is "very troubled" by the suggestion for safe spaces where Muslim youth "could be radical" and is reviewing the ICV's funding

SECURITY

* Round-the-clock armed police could guard all federally-controlled Australian airports under a proposal by Mr Andrews

* Mr Andrews also proposed technology to block mobile phone reception at targeted locations such as stadiums, to direct attention to safety messages in the event of an attack

* Police will flood Melbourne's CBD over the Queen's Birthday long weekend

PAROLE

* COAG will discuss parole after Khayre committed the attack fewer than six months after being granted parole

* The Victorian parole board says it should have been told Khayre was on a terror watch list

* Victoria wants to see ASIO and the AFP make direct submissions to state parole decisions on terror suspects

* The PM says the state was trying to abdicate responsibility and state attorneys-general should sign off on terror watch list parolees.
