The extra funding promised by Labor for Victoria's TAFE system is starting to flow, Premier Daniel Andrews says.

Before the November state election, Labor promised a $320 million TAFE Rescue Fund to reopen and refurbish shuttered TAFE campuses across the state.

The first $20 million will appear in a budget update, to be released next week.

"I said our TAFE Rescue Fund would start flowing straight away and it has," Premier Daniel Andrews said on Wednesday.

"The future of our TAFE system is too important for this to wait."

The government is meeting TAFE heads to determine how the money is allocated.

In 2014, there were 100,372 students enrolled in government-subsidised training at TAFE in Victoria, down 18 per cent on the previous year.
