Stop spending like "drunken sailors" before asking other states for more GST, Victoria has told Western Australia.

Victorian Premier Daniel Andrews says WA's requests for a larger slice of the GST distribution pie were "a bit rich" given the way the state has spent over the past few years.

"It's not for us to build hospitals and schools in WA, where they dig money out of the ground. They've had a very good run for a very long time," Mr Andrews told reporters on Monday.

"They are spending like drunken sailors and they want Victorians to help them pay for it."

Mr Andrews said he was prepared to negotiate with WA Premier Colin Barnett, but he wasn't going to ignore the facts.

"It's a bit rich for us to be asked to turn a blind eye to mining boom one, mining boom two and the budget the WA government is basically running," he said
