Geoff Shaw will be expected to get to his feet and make a fulsome apology when he returns to the Victorian parliament next week, Victorian Premier Denis Napthine says.

If the suspended MP fails to repay more than $6800 and make a formal apology to the house he will be in contempt and faces possible expulsion.

Dr Napthine said the parliament had made it clear to Mr Shaw his behaviour was unacceptable.

"I certainly expect that he would have to be on his feet in the parliament and make that apology and make a fulsome apology," Dr Napthine said on Thursday.

The Liberal-turned-independent Frankston MP has been suspended since June 11 for misusing his taxpayer-funded car.

Mr Shaw returns on Tuesday.
