A reclusive Victorian man who lives in a national park has faced explosive charges in court after threats were made against state government employees.

Apollo Bay man Paul Hill, 75, was refused bail in Geelong Magistrates Court on Wednesday on charges of blackmail, stalking and making an explosive substance.

Hill has been remanded in custody and will reappear in court in January.
