Rubber from a tyre on a Jetstar plane forced the Melbourne-bound flight to turn back to Singapore after causing damage to a wing flap, investigators say.

The commercial flight with 242 people on board left Singapore's Changi Airport on May 13 but the pilots were alerted to faults with the wing flaps soon after take off and returned to the airport without incident.

A report by the Australian Transport Safety Bureau found the debris was from the Jetstar plane's tyre which "delaminated" and punctured the left wing flap panel.
