Mildura hit-run killer Thomas Towle to be released from jail in two weeks

A motorist who ploughed through a group of teenagers near Mildura, killing six people, before fleeing the scene of the crash in 2006, is expected to be released from prison on May 16.

Thomas Towle served seven years of his 10-year sentence before he was released on parole in 2013, only to be arrested in Bendigo last year for breaching parole.

9NEWS understands Towle tested positive to drugs and alcohol at the time.

The families of Towle’s victims said they were distressed by the news the Adult Parole Board has once more granted the killer’s application for re-parole.

“When is the justice system actually going to work in favour of the victims’ families?” the uncle of two victims, Richard Prowse, told 9NEWS.

“I think it's an insult.”

Another relative, Kerry Prowse, has written to the Victims Support Agency in protest.

“Early release on parole is a privilege, it's not a right,” her submission read.

“[Towle] has clearly emphasised the lack of respect and remorse for his offending by breaching his parole in the first instance.”

The Adult Parole Board has also recently reduced Towle’s supervision period by eight months. His sentence is expected to finish in September next year.

The board however cannot confirm to victim’s families whether the supervision period has changed, citing privacy reasons.

9NEWS understands Towle's new parole conditions will include a 50km exclusion zone around Mildura.
