New rail lines in Vic transport overhaul

New train lines will be built, others duplicated and stations upgraded in the biggest public transport overhaul in Victoria's history.

The $11 billion Melbourne Metro Rail project will be fully funded, with $2.9 billion in the forward estimates set aside for work.

More than $1.3 billion has been committed for regional rail services, which have been controversial for the government since dozens of services a day had to be cancelled from January.

Treasurer Tim Pallas said the government recognised it had to do better after that V/Line rail crisis.

"It's obviously a thing that's influenced the government ... clearly our services were not adequate," Mr Pallas told reporters on Wednesday.

The regional package includes adding 170 new V/Line services and an order for 27 new carriages.

The line from Deer Park to Melton will be duplicated at a cost of $518 million, planning for the future electrification of the line through Melbourne's booming outer western suburbs.

The Hurstbridge line will be duplicated with a new $140 million rail tunnel, and the South Morang line will be extended to Mernda at a cost of $588 million.

Roads haven't been forgotten, with $1.46 billion already announced for the Western Distributor toll road, including $400 million for a Monash Freeway upgrade.

It's part of a $6.2 billion package of works aimed at decreasing congestion, with highways, roads and bridges duplicated.
