A debate between Victoria's major political party leaders looks set to go ahead before next month's election, but the format of the event is yet to be determined.

Liberal-Nationals opposition leader Matthew Guy on Wednesday indicated he's keen to go head-to-head with Premier Daniel Andrews.

"It's good in a democracy for people to have debates between shadow ministers and between the premier and myself," he told reporters.

Mr Guy said he didn't mind the style of debate or the location.

Mr Andrews said negotiations are underway between parties to decide on the format of the event, and pointed to the importance of the 2014 election "people's forum".

"There's always discussions back and forth about formats and rules and all those things," Mr Andrews said.

"We had one (people's forum) last time, I thought it was good, I thought it was important."

Victorians go to the polls on November 24, but the state electoral commission expects a record number of early voters.
