The Victorian government is expected to come under renewed fire in the parliament over an internal report that says Labor's use of electoral office staff for its 2014 election campaign would not "pass the pub test".

The practice would not survive scrutiny by the Auditor-General, the government was told in a report that became public on Tuesday, prompting a grilling by the opposition during question time.

The questions are expected to continue in the parliament on Wednesday, although Premier Daniel Andrews insists no parliamentary entitlement rules were breached.

There are two separate investigations being conducted into the rort claims, though upper house speaker Bruce Atkinson said on Tuesday the parliamentary inquiry could be suspended while police conclude their investigation.
