A mother whose newborn baby girl was found dead on a Melbourne beach is being sought by police, who hold serious concerns for her welfare.

The baby's body was discovered at a Seaford beach adjacent to Nepean Highway on Wednesday afternoon, along with its umbilical cord and placenta.

Victoria Police urged the baby's mother to make contact with them, or for anyone with information about her to come forward.

"At this stage she is yet to be located and ensuring her wellbeing is the primary focus of the current investigation," the police said in a statement.

The circumstances surrounding the death and the identity of the infant are yet to be determined.

Tests are being conducted for a better understanding of when the child died, with early police estimates it was within the past three to 10 days.
