The Geelong council has been sacked after a damning report that uncovered abuse and widespread dysfunction.

Ratepayers will go to the polls in October next year to elect a new council.

A Bill dumping the regional council passed Victoria's upper house on Thursday evening.

The Labor government originally wanted to boot the council out on Tuesday and keep administrators in place until 2020.

The Liberals, Greens and Geelong Mayor Darryn Lyons all said not re-electing a council until then was undemocratic and a new deal was reached.
