Woman, teen charged after tourist attacked, robbed at popular Melbourne pier

A woman and a teenager have been charged following the alleged assault and robbery of a Norwegian tourist at Melbourne's St Kilda Pier.

Police allege a group of young adults appeared to wrongly accuse the tourist of taking photos of people without their consent.

The 34-year-old man was approached by up to eight people at St Kilda Pier about 1pm on Christmas Eve in full view of bystanders.

He was assaulted, and his phone was stolen and tossed into the water.

Detectives conducted two search warrants at properties in Hillside and Coolaroo yesterday.

A 19-year-old woman and a 17-year-old man were later arrested in Fraser Rise and St Kilda.

The 19-year-old from Hillside was interviewed and later charged with affray, assault with company, assault by kicking and common law assault.

She was bailed and is set to face court on July 8.

The 17-year-old man was charged with affray, recklessly causing injury and assault in company.

He was also bailed and will face court on January 19.

The Norwegian national was taken to hospital with a broken arm before leaving Australia early despite planning to stay for Christmas.

Detective Senior Constable Jesse Coppel labelled the attack as "disgusting" and said the group assaulted the man despite showing them his phone to prove he was not taking photos.

"The information we have indicates that people have seen the contents of his phone prior to it being destroyed, and there was nothing of that material or that nature on the phone," Coppel said.

"It seems to me as if they have used this as an excuse to confront this man, and when it's not followed through, they've assaulted him anyway, regardless."

A 19-year-old man from Deer Park previously turned himself into police on December 24.

He was charged with assault, intentionally causing injury, robbery, affray and theft and will face court on July 8.

Police believe at least one offender remains outstanding.
