More Vic budget winners revealed

Rail passengers, manufacturing workers and families at risk from domestic violence are the latest known beneficiaries of Victoria's 2015-16 budget.

The budget will be unveiled in full on May 5, but the government has been rolling out early announcements of those funding allocations it does not want voters to overlook.

On Friday, these included $257 million to build 21 train carriages in Victoria, to support local manufacturing jobs and boost capacity on the regional rail network, and $900,000 to trial an in-home family violence support program.

The trial, to run for a year, will involve 45 at-risk families who will have security cameras installed and a duress alarm available in their home.

"The pilot program has the potential to change the lives of women and children living in fear and danger each day," Minister for Prevention of Family Violence Fiona Richardson says.

The trial outcome will be reported to Victoria's Royal Commission into Family Violence.

The budget will also contain $2.1 million to combat eating disorders and improve mental health support networks, and $8.1 million for a major upgrade of court video conferencing technology at the Melbourne Magistrates Court.

Attorney-General Martin Pakula said allowing more people to give evidence remotely would "better protect vulnerable witnesses - particularly those escaping family violence - giving them the confidence they need to give crucial evidence".

The train carriages will be built by Dandenong train manufacturer Bombardier, from 2016 to 2018, and will allow regional rail operator V-Line to carry another 1500 passengers per day.

The government also said a new rail maintenance and stabling yard will also be built near Geelong, creating 100 jobs in the construction phase and 30 jobs once the yard is operational.
