The Russell Street bomber says Victorian prison authorities are stopping him from studying to become a counsellor.

Violent double-murderer Craig William Minogue, 52, has launched legal action against Correctional Services Commissioner Jan Shuard saying she has prevented him from completing the diploma he started in 2013.

A relative is paying for Minogue to complete the $3190 course offered by the Australian Institute of Professional Counsellors, saying it's "a perfect fit" and an "inspired choice" for the prisoner, according to court documents.

Minogue appeared in the Supreme Court via video link from Loddon Prison where he is serving a life sentence for the 1986 car bomb attack on the Russell Street police complex that killed Constable Angela Taylor and injured 21 others.

Minogue also killed inmate Alex Tsakmakis, who was beaten with gym weights hidden in a pillow case at Melbourne's Pentridge Prison in 1988.

He says the decision to prevent him studying is a breach of his human rights.

Minogue, who requested Associate Justice Melissa Daly address him as Doctor Minogue throughout Wednesday's hearing, said unless Corrections Victoria revokes its policy he'll press on with legal action.

He says the decision by Commissioner Shuard was communicated to him in ambiguous terms in November and December of last year.

"This is not a situation where a single prison officer has made a mistake," Minogue told the court.

"This is an application of policy."

Minogue's sentence carries a minimum non-parole period of 28 years and he is due to be eligible for parole this year.

He has previously taken legal action in the High Court claiming the food available in prison breached his right to a varied vegetarian diet.

The matter will return to court on August 18.
