Greyhound racing is being told to rid itself of a minority of unscrupulous operators or government will have no choice but to shut the industry down.

Former Victoria Police chief commissioner Ken Lay, who joined the board of Greyhound Racing Victoria in May after its board quit over the live baiting scandal, said the industry was aware of the need to rid itself of greedy, dishonest people "who do anything to make a buck".

"If the industry doesn't change, government won't have a choice (but to shut it down)," Mr Lay told 3AW on Wednesday.
