A controversial Melbourne Greens councillor who led a charge to ban Australia Day celebrations will be parachuted into a Victorian parliament upper house seat.

Moreland deputy mayor Samantha Ratnam has been picked by the party to step into the Northern Metropolitan seat which will be vacated by leader Greg Barber at the next election.

On Wednesday, Ms Ratnam put forward a successful motion to ban references and celebration of Australia Day by Moreland council but failed to have citizenship ceremonies moved from January 26.
