Fears for public safety have been raised after glass panels shattered and fell from a Melbourne apartment building.

Video showed two people walking along Pelham Street in Carlton when suddenly a glass balcony exploded from the Bravo complex.

Shards of the panels shattered onto the footpath as the shocked onlookers leapt away.

At the same building about three weeks ago, another shower of glass was filmed narrowly avoiding a couple walking below.

Residents told 9NEWS they were “alarmed” by the shattering balconies.

“We have a little grandson who visits on a regular basis, and he plays on the balcony,” Eileen Dinse said.

Fellow Bravo resident Gary Peckham said glass panels had fallen from the building “three or four” times in the past 18 months.

Ms Dinse said she and other residents “hadn’t been told anything” about the incidents.

“Nobody has been informed... I'm pretty upset about that,” she said.

It is believed the glass could be imported into Australia by overseas manufacturers falsifying certifications.

There are now signs below the Bravo block warning pedestrians about overhead danger.
