Ambulance Victoria is investigating how a 78-year-old woman bled to death while waiting for an ambulance.

Paramedics were first called to Altona at 1.22am on Friday but her condition was assessed as non-critical and an ambulance didn't arrive until 3.16am.

The woman was still alive when paramedics arrived and broke into the home, but she died a short time later.

Acting Chief Operations Officer Mick Stephenson says both Ambulance Victoria and the Emergency Services Telecommunications Authority are reviewing the case.

"We have spoken to the family and will continue to make ourselves available to help them as best we can and keep them updated on our review," he said in a statement on Wednesday.
