Union inquiry's key recommendations

KEY RECOMMENDATIONS BY ROYAL COMMISSION INTO UNION CORRUPTION:

* Ban unions using resources to help a candidate in an election

* Set up building and construction industry regulator with powers equivalent to other civil regulators

* Ban unions paying fines or civil penalties of any of its officers

* Federal and state governments consider a national approach to registration, deregistration and regulation of employee and employer organisations overseen by a single regulator

* All regulatory functions of Fair Work Commission related to unions be given to new independent regulator called Registered Organisations Commission with strengthened enforcement powers and investigative powers similar to those of ASIC

* New criminal offences for employers providing payment or benefit to unions or officials and anyone soliciting or receiving the benefit; possible two years' imprisonment

* New civil penalties around receipt of money, credit cards, record keeping

* More protections for whistleblowers

* 10 years' imprisonment for giving or receiving corrupt benefits

* Bargaining representatives to disclose any financial benefit from proposed enterprise agreements

* Ban on taking or threatening unprotected industrial action with intent to coerce an employer to pay super, benefit or insurance funds to an employee

* Special legislation to disqualify CFMEU officers parliament considers not fit and proper from holding office in any organisation

* Tougher rules and penalties around right of entry permits

* Increased penalties for failure to comply with royal commission orders.
