The federal government's planned version of a debit card for welfare recipients has come under fire from its architect.

Leading businessman Andrew "Twiggy" Forrest recommended a ban on access to cash payments, so they can't be used to buy drugs and alcohol.

The government wants a portion of cash to be available under its plan, which Mr Forrest says is a failed feature of Labor's Basics Card.
