Treasurer Scott Morrison says he won't "run around jumping" each time an international partner changes policy, after China announced a new plan to curb carbon emissions.

Asked how China's planned emissions trading scheme could effect Australia's coal and iron ore exports, Mr Morrison said no one had a crystal ball but the policy didn't change his budget plans at home.

The government is also sticking with its direct action plan to cut pollution because it's working, he said, despite newly-installed Prime Minister Malcolm Turnbull years ago rubbishing the policy.

"If it works, we're going to keep doing it ... There's been an outbreak of common sense," he told Sky News on Tuesday.
