A heartless thief stole a bunch of flowers from a memorial to the five victims killed in the Melbourne CBD tragedy.

The man was filmed brazenly snatching a flower bouquet from outside a Bardot shop on Bourke Street yesterday morning, where a driver mowed down dozens of pedestrians on Friday.

Attempting to make a quick getaway he jumped on a nearby tram but not before shocked onlookers shouted at him.

Footage then showed police officers dragging the man from the tram before frogmarching him back to the memorial to replace the flowers.

Officers were then heard ordering the man to leave the area.

He then returned to the tram stop but found the tram had already left.

The small makeshift memorial was one of many set up along the busy shopping strip where five people died and 37 were injured.
