Counter-terrorism, domestic violence and the national ice action strategy will shape the agenda for Thursday's Council of Australian Governments meeting.

The formal gathering of premiers and chief ministers with Prime Minister Tony Abbott will come after the more relaxed atmosphere of a leaders retreat at Victoria Barracks in Sydney on Wednesday.

The retreat will pursue reforms of roles and responsibilities as part of the Abbott government's federation white paper process.

COAG will be briefed by security agencies on the terrorist threat to the nation and the role of the new commonwealth counter-terrorism co-ordinator.

Leaders will consider a revised national terrorism threat advisory system that will inform the public of the threat level and the appropriate vigilance Australians need to show.

COAG will also be briefed by the advisory panel on reducing violence against women and their children, as well as the national ice task force.

The latter will present its interim report following consultation with the community and experts from the health, education and law enforcement sectors.
