The Tasmanian opposition has indicated it will vote against the government's controversial bid to take over the state's water and sewerage system should legislation reach parliament.

The Liberal Hodgman government released draft legislation on Sunday for a takeover of TasWater, which is owned and operated by the state's 29 councils and has struggled to supply services to some townships.

"No we will not be voting for it," Labor MP Madeleine Ogilvie said at Tasmania's Local Government Association conference on Wednesday, adding she had doubts as to whether the draft legislation would prove to be legally sound.
