Shorten to open up penalty rates debate

Federal Labor plans to protect the pay of workers in legislation if the Fair Work Commission decides to reduce Sunday penalties.
Ahead of a long-awaited decision on weekend penalty rates in the retail and hospitality sectors, Opposition Leader Bill Shorten will say he'll consider changing the rules - but not go as far as the Greens who want to legislate a floor rate.
"If the commission were to cut penalty rates for hundreds of thousands of already low-paid workers without sufficient compensation - leaving people worse off, Labor would not accept this," Shorten will tell the John Curtin Research Centre on Wednesday night.
