The issue of whether independent MP Geoff Shaw will use his balance-of-power status to block the Victorian government's business program this week is a matter for him, Premier Denis Napthine says.

Mr Shaw voted with the Labor opposition twice during the first parliamentary sitting for 2014 at the beginning of February.

It included siding with Labor to defeat the government's business agenda for the week, in a surprise move that came after his wish for a new Speaker was granted.

With parliament resuming sitting on Tuesday, Dr Napthine said how Mr Shaw will vote is a matter for him.

"Those decisions are decisions that'll be made by Geoff Shaw and any questions about which way he wishes to vote are best directed to Geoff Shaw," Dr Napthine told reporters.

"We as a government are about getting on with the job.

"We're looking for all members of parliament, particularly the Labor party, to show some real leadership and judge legislation on its merits, debate legislation, support a government business program which is fair and reasonable so parliament can operate effectively."
