Controversial counter-terror laws allowing control orders to be imposed on minors as young as 14 have cleared the Senate with the support of Labor.

The legislation passed on Wednesday morning, despite opposition from the Greens and Liberal Democrat David Leyonhjelm.

The Senate agreed to amendments that require a court to appoint a lawyer to act for minors under 18 if they don't already have one in proceedings relating to a control order.
