A 21-year-old woman has been named as South Australia's worst fine dodger with a debt of more than $150,000.

The South Australian government's Fines Enforcement and Recovery Unit has named 17 people and three companies on its website as the worst fine defaulters as part of recently introduced measures to name and shame offenders.

Beth Louise Jarvis tops the list with a current bill of $152,943 ahead of Ali Faraj on $149,928, Philip James Furner on $139,612 and Liberty Walton on $125,529.

The worst company is Nap Finance Ltd which owes $128,503.

The Fines Enforcement and Recovery Unit says names are published at the discretion of the director as an enforcement measure.

It says the step is taken after several attempts to contact those involved with no payment received or payment arrangement set up.

The unit says names will be removed from this list when the outstanding amount is paid or when a payment plan is put in place.

Money owed can include unpaid traffic and parking fines and court penalties.
