THE SA BUDGET AT A GLANCE:

* Major tax cuts on business transactions worth $670 million over the next four years designed to stimulate growth and create jobs

* The budget to return to a $43 million surplus in 2015/16 rising to $961 million by 2018/19

* Net state debt to hit $6.5 billion in 2016/17 when the new Royal Adelaide Hospital comes on the books

* No new taxes and a commitment to axe the River Murray Levy, saving households about $40 a year

* Modest infrastructure spending including $50 million for schools, $165 million for roads and $65 million for public housing

* No new savings measures, with a pledge not to seek more jobs cuts in the public sector

* Employment growth forecast to remain at about one per cent over the forward estimates with economic growth at about two per cent

* Spending of $35 million over two years to promote tourism and $5.7 million over four years to attract more overseas students
