Environment groups have accused South Australia's royal commission into the nuclear fuel cycle of bordering on a fait accompli.

The commission pushes pro-nuclear arguments and has precluded any options to reduce SA's role in the uranium mining industry, a report led by Friends of the Earth says.

"It was a calculated political initiative with a pro-nuclear agenda," co-author Jim Green said on Thursday.

The royal commission is examining every aspect of the nuclear fuel cycle from uranium mining to the use of nuclear power and the disposal of nuclear waste.
