SA Libs unveil 20-year vision, no policies

South Australia's opposition has unveiled an economic "manifesto" to grow jobs and the economy over the next two decades.

Liberal leader Steven Marshall says the party has learnt its lesson after releasing policies too late and failing to convince voters in the lead-up to the 2014 election.

His 2036 manifesto addresses nine key policy areas including economic growth, justice, health, education, environmental protection and efficient government.

But it contains no new policies or costings and has prompted the state government to label it "80 pages of motherhood statements".

"It was never meant to be a detailed sector-by-sector policy. What it is is a foundation that all of our policies sit upon," Mr Marshall told reporters on Tuesday.

"I admit that we need to do a better job than we did at the last election at communicating our policies."

Mr Marshall aims to reduce state debt, slash taxes for businesses and households, lift exports and cut red tape to boost job creation.

The Liberals will also invest in key infrastructure projects that drive industrial expansion.

"2036 represents the values we will bring and the reforms we will implement to restore prosperity to South Australia and make our community a better place to live," Mr Marshall said.

"My vision for South Australia in 2036 is a state where we can provide a better future for our children, where our economy encourages opportunity and rewards effort and risk and where possibility is available to all, not just a few."

The Liberal plan comes mid-way through the Labor government's fourth four-year term with the next state election due in March, 2018.

Mr Marshall offered no timetable on rolling out new policies but said the opposition would deliver a clear, consultative and responsible pathway to recovery and success in the lead-up to the next poll.

Business SA said it welcomed the Liberals' focus on economic growth and tax reduction but also wanted more specifics.

"We look forward to more policy details on how this will be achieved," it said.
