Reform ideas for ministerial standards

CROSSBENCH PROPOSALS FOR REFORMS TO MINISTERIAL STANDARDS

GREENS

* Extend the cooling-off for post-ministerial lobbying and advocacy activities from 18 months to five years

* Extend restrictions on post-parliament lobbying and advocacy roles to all members of parliament and senior staff

* Establish a publicly accessible diary register, updated at least monthly, with details of all ministerial meetings with for-profit lobbyists including subject and people present

* Establish a parliamentary standards commissioner with responsibility for education and advice, oversight, investigating complaints, monitoring compliance, and enforcement

* Effective sanctions to deter former ministers from taking on lobbying and advocacy roles in breach of the standards

* Appoint a parliamentary ethics adviser

* EY, the company which hired Christopher Pyne, should be banned from tendering for Defence work until 18 months after his appointment

* Standards should be legally enforceable, either as a written contract between the government and the minister or by way of legislation and/or regulation
